This also works in Windows Server build 25075.
Windows 11 build 22572 introduced Tabs in File Explorer, however the feature is hidden and as of right now it is unannounced. With the help of ViVeTool, it can be enabled.
confirmed working in:
22572
22579.100 (22579.1 does not have tabs!)
Server 25075

THIS NOW WORKS IN BUILD 22579.
YOU NEED TO BE ON 22579.100 (the most recent update, available for all Dev Channel Insiders on build 22579)
If you get any unexpected issues with ViVeTool, I would advise you to not enable this feature until Microsoft officially announces it. This IS a very early feature and you're not intended to have it, so enable this at your own risk!
This feature will definitely be quite buggy as it is very early, if it causes severe issues with Explorer you'll need to disable it. In that case:
vivetool addconfig 34370472 1
will disable Tabs in File Explorer
