Windows 11 uses the same internal Registry key values as Windows 10 to determine which side of the screen to place the Taskbar on. Therefore, you can change the taskbar location on Windows 11 with Registry Editor.

I will first show you how to move the taskbar to the top in Windows 11.
1. Press Win + R to open the run box, type regedit.
2. Then navigate to this key.

3. When the Edit Binary Value window opens, you’ll see a table of values. Locate the second row of values from the top, then count to the fifth value from the left. By default, this value is set to 03. Then type 01. When you’re done, click OK.
Then open Task Manager and find Windows File Explorer and click on Restart. Afterward, the taskbar will be at the top of the screen.
By changing the number, you can determine which side of the screen the taskbar is displayed on. This is what each number does:
● 00: left side of the screen.
● 01: top of the screen.
● 02: right side of the screen.
● 03: bottom of the screen.
When you click Start, you will notice that the Start Menu will appear on the left side of the screen instead of in the middle. If you want the position of the Start button to match the position of the Start Menu, you need to change the Taskbar Alignment to left.
1. Right-click on the taskbar and select Taskbar settings.
2. Expand the Taskbar behaviors.
3. Select Left from Taskbar alignment.
Now the position of the Start button and the position of the Start Menu should be on the left.
Modifying the registry this way appears to no longer work. Restarting windows explorer just reverts the registry back to 03.
